OUG 32/2026, explained simply
What the ordinance says about Romanian courses for foreign workers, what it means in practice for employers, and how GenieUs helps.
What the law says
Government Emergency Ordinance no. 32/2026 on foreigners' access to the labour market in Romania, and amending and supplementing certain legal acts, published in the Official Gazette of Romania, Part I, no. 335 of 27 April 2026.
Article 7(1) lists the obligations of employers who hire foreigners. Those about language and proof are (unofficial translation):
b) to ensure that individual employment contracts are concluded both in Romanian and in the language of the foreigner's country of origin, or in an international language the foreigner understands or can reasonably be presumed to understand;
d) to ensure occupational health and safety training in a language the foreigner understands and to provide the necessary protective equipment under the legislation in force;
g) to provide, directly or through accredited providers, or in cooperation with public institutions, non-governmental organisations, international organisations or educational institutions, Romanian language courses that also include elements of cultural and social integration for foreigners, for at least 6 months from the start date of the activity in Romania registered in REGES-ONLINE, lasting at least 6 hours per week;
[…]
i) to keep at the registered office or workplaces a copy of the travel document or residence permit showing the foreigner's legal stay in Romania, as well as the supporting documents proving compliance with the obligations in this article, for at least five years after the employment ends.
Sanctions are in Article 42: breaching letters a)–d), g) and h) is fined 5,000 to 10,000 lei for each foreign worker, and breaching letters e), f) and i) is fined 15,000 to 30,000 lei.

What it means, in plain words
- Who it applies to: employers of foreigners, meaning people who are not citizens of Romania, of another European Union or European Economic Area state, or of Switzerland.
- How long: at least 6 months (26 weeks), with at least 6 hours of course per week. That is a minimum of about 156 hours per worker.
- From when: from the start date of work in Romania, as registered in REGES-ONLINE. So the course needs to start in the first days of work.
- What kind of course: Romanian, plus elements of cultural and social integration: getting by in shops, at the doctor's, with paperwork and at work.
- Who runs it: the employer can organise it directly or provide it through a provider, or in cooperation with public institutions, NGOs, international organisations or educational institutions.
- What an inspection checks: that every worker had the course, every week, for the whole period. The proof must be kept for at least 5 years after the contract ends (letter i). Without a record of the hours, the obligation is hard to prove, and the fine applies per worker.
- The bilingual contract and OHS training (letters b and d) are separate obligations, also for the employer.
How GenieUs helps
- The course is ready: Romanian lessons built on real-life and everyday work situations, on the phone, with explanations in the worker's language.
- Hours are measured automatically and accurately. Time counts only while the worker is actually learning in the lessons; breaks and inactivity are not counted.
- Every week you see who is on track: who already has the 6 hours, who is behind and who missed a week.
- Documents are ready at any time: the attendance report for any period, the hours summary and, at the end, the completion certificate, all with a verification code.
